WebSounds like a GPU fan profile doesn't kick in until specified temp. Don't know about EVGA card though. I have 2080FE and the default fan profile makes both fans always spin at 40% even low temp. The fans turning on when the card overheats is it switching to software control but clearly it's doing it too late. Try the cards second bios and see if it behaves differently.
