Monitor panel shows 100% full. Tank is empty. Tank has been cleaned with Dawn/Calgon twice, both while parked and while driving (900 miles in 3 days). Tank drains completely clear. I have checked the top of tank full float for continuity and it is fine with proper signal to the KIB board.
